    International students in Canada

The Canadian education system draws a substantial influx of international students at every level of education, including primary, secondary, trades, and post-secondary college and university. As of 2019, Canada stands as the fourth most sought-after country for international student enrollment, trailing behind the United States, United Kingdom, and China.

As outlined in the International Education Strategy implemented by the Government of Canada, international students are a ubiquitous presence in the education landscape, with the greatest concentration being observed at the post-secondary level. From 2015 to 2018, the enrollment of international students has been steadily on the rise across all levels, with the most significant surge recorded in college attendance.

The International Education Strategy for the period 2019-2024 encompasses a pledge to diversify the inbound student population and distribute them more evenly across the country, instead of having a disproportionate concentration in a few cities.

To lure international students, numerous Canadian universities are making efforts to enhance their appeal, such as offering English as a second language programs and reserving scholarships exclusively for high-achieving international students.

A survey conducted by the Canadian Bureau for International Education (CIBE) revealed that an overwhelming 96% of international students endorse Canada as a study destination, due to its exceptional education, its reputation as a safe and accepting nation that fosters multiculturalism and diversity, and its widespread use of the English language.

    Work and residency

Amidst a growing body of evidence that highlights the struggle of international graduates to transition from student status to permanent residency in Canada, and the prevalence of low-skilled and low-paying employment opportunities available to those with post-graduation work permits, the Immigration, Refugees, and Citizenship Canada Departmental Plan for 2019-2020 has placed a focus on improving the study-to-immigration process for international students. As part of this effort, the department seeks to collaborate with all relevant partners to better understand the options available to these students.

Per regulations, students with a valid study permit are able to engage in off-campus employment for up to 20 hours per week during the regular academic year, as well as full-time employment during breaks.

However, despite the availability of these opportunities, the reality facing many international graduates after they receive their post-graduation work permit, which allows them to stay and work in Canada for up to three years, is far less favorable. This has led to questions about the effectiveness of current policies and programs designed to facilitate the transition from student to permanent resident.
